From 1967-69, Judge Toomin was an Assistant Public Defender in the Office of the Cook County Public Defender. From 1969-80 he was a Solo Practitioner specializing in criminal defense in federal and state courts. In March 1980, Judge Toomin was appointed an Associate Judge of the Circuit Court of Cook County. In that capacity, he served in the First and Second Municipal Districts handling civil and criminal cases as well as ordinance violations. In November 1984, Judge Toomin was elected a Circuit Court Judge and assigned to the Criminal Division where he presently sits. In 1994, Judge Toomin was appointed as a Supervising Judge, a position he presently holds. He also serves as Acting Presiding Judge in the absence of the Presiding Judge, Paul Biebel, Jr.
Judge Toomin has been awarded with the following honors during his career: Certificate of Appreciation, Office of the Cook County Public Defender, 1969; Certificate of Appreciation, Criminal Law Committee of The Chicago Bar Association, 1977; Certificate of Appreciation, Defense of Prisoners Committee of The Chicago Bar Association, 1979; Certificate of Merit, Illinois Defender Project, 1979; Certificate of Appreciation, Northwest Suburban Bar Association, 1984; Award of Excellence, Illinois Public Defender's Association, 1990; Distinguished Faculty Award, National Institute of Trial Advocacy, 1994.
Judge Toomin received his J.D. from DePaul University College of Law, 1967 and his B.A. from Northwestern University in 1962.
