An accomplished trial lawyer for more than 35 years, State's Attorney Devine joined city government as an administrative assistant to Mayor Richard J. Daley in 1969, and in 1980, joined the State's Attorney's office as First Assistant to State's Attorney Richard M. Daley. He returned to private practice in 1983, but continued his public service. In 1995, while in private practice with the law firm of Shefsky, Froelich & Devine announced his candidacy for Cook County State's Attorney. He was elected State's Attorney of Illinois' largest County in 1996, and currently runs an office with more than 900 prosecutors.
His first major step was to create a Domestic Violence unit. Since its creation in February 1997, the Cook County State's Attorney's Domestic Violence Division has become recognized as one of the nation's best. State's Attorney Devine's office led a major rewrite of the State of Illinois law on juvenile justice, to incorporate the principles of "balanced and restorative justice."
State's Attorney Devine graduated cum laude from both Loyola University and Northwestern University's School of Law.
